You take a flight from your country to Tokyo Haneda (HND) airport. Then, you take a mono-rail to Hamamatsu-cho station. Change the train at Hamamatsu-cho for Tokyo station. After that, changing the Joetsu Shinkansen Train named "Toki or Max Toki Super Express Train" operated by JR (Japan Railway Company), you can arrive at Niigata Station about nearly 2 hours.
